I need Help : I cant Find the membership option in Settings

  i cant fine the Membership option in general Settings :
  my problem Shortly : when i Log in my WordPress and go to dashboard and General then Settings >> i didn’t find the membership Option which is :
  ( membership) and ( New User Default Role ) >>>> This two Options didn’t Exit in my WordPress Options ?!!!!!! How Is That ?!

  The blog I need help with is: (visible only to logged in users)

  There is no “Membership” option, anywhere on WordPress.com.

  To add new users/contributors to your blog or to change their permissions you need to click on the Users tab in the dashboard menu. It’s a completely separate tab, i.e. not under Settings. It should be the third option from the bottom, between Appearance and Tools.
