I cancelled my upgrade, which I bought for £30 but haven’t received a refund. When I manage purchases, is a refund automatically given as I’m within the 30 day limit or do I need to contact wordpress and request, in which case I’m having trouble finding their email.

Although I don’t have any idea about when you canceled your upgrade, please be aware that it takes about one or two weeks for a refund to reach your account usually.
Anyway, this thread is tagged for staffs. If there is something wrong with the refund, someone from staffs assists you.

I’ve refunded the remaining £11 to you and there is a copy of the refund receipt in your Billing History:

Refunds usually take 7-14 business to show in your account, however international refunds (outside the US) can take a little longer.
