    It sounds like you are setting up a stand alone WordPress installation, rather than using our managed hosting environment from WordPress.com. Help with your version of WordPress comes from the volunteers at https://wordpress.org/support/forums/ or through your hosting provider if they offer WordPress support. Not all of them do.

    Sadly, we aren’t able to provide any help for sites that aren’t on our service. Not because we don’t want to help, just because we don’t have any access to them.
