I NEED HELP WITH USER INTERACTION PLEASE

hello and thanks for reading, I have created a website after hours and hours of trial and error, the website is to help people and promote togetherness. I now have it designed exactly how I want it, however, it’s still unfinished and missing a few things, the site is based around users submitting content, it’s intended to be a community-based site / social platform people can interact on, ask questions, give answers, like, comment, etc. I’ve seen lots about installing plugins that add the socializing aspect but I can not code to edit them to suit the style of my site. I could install forums but they look dated and again I don’t have the technical know-how to edit them. if there is a plug-in anybody knows of that I can edit and customize to suit my site then that would be a best-case scenario.
if a user is scrolling through my site, and they see a title they like, they can click a vote button underneath the title, I want to have a long list of titles that users can click on to open an entire page on the subject, or like/comment on the title within the reusable block I add.
This is what I want to do:
1) add a ‘create new account’ to the top of the menu, and maybe a few other locations on the site.
2) when a user wants to ‘ask a question’ or ‘post an answer’ i want this to be done within a block. when I want to add new content, I add a reusable block with a title – I then add a link to this title to a new page. I want people to be able to scroll down the page. see the title. Click to open a pop up text box and then enter text, hit enter and the pop up box closes and the user remains in the same page position.
3) when a user is scrolling through the page, they can vote/like/rate a post(a block with a title and link)
4)a comment section within that same block, for example, the user sees the title, clicks comment, drop-down comment section appears, read through comments. add there own comment, like, etc etc
5) users to be able to @eachother and receive a notification when this happens.
I want all of this without the layout of my site being compromised. IS THIS POSSIBLE?!if I install a plugin like bb press – can I edit this to fit in with my site where I want it to? do I need to be able to code to do this?
is there an application I can install and run that will allow me to edit a plugin freely? almost drag and drop a comment box or like button into my desired block? is what I’m trying to do possible? easy? complicated? I have no clue.
any help is really appreciated as I’ve been stuck for over a day and a half and can’t seem to find anything on the web. Thanks in advance -

The site is not yet launched for the public to see as I want it to remain unseen until its ready, purely because I don’t want any feedback on an unfinished site at this stage, tends to put doubt in my mind if I receive negative feedback on an idea.
Any way you can help otherwise?

Thanks for your replies, I have spoken to a website developer who told me that what I’m looking for is going to require writing up a javascript which can then be converted to use on my WordPress site. My next challenge is to find a person who can do that for me.
