  How can I have only a site without a blog?

  Hey there,

  You can still use WordPress.com without blogging. A step in the right direction would be to use a static home page (front page).

  Set the Homepage

  Create various pages and add them to your navigation menu.

  This is a simple answer but as you develop your site and specific questions come, please rely on the forum members for help.
