  Hi there! To use the Petition Pro theme, you could setup a self-hosted WordPress site and install it there. (This page explains the differences between .com & .org if you’re interested: https://en.support.wordpress.com/com-vs-org/)

  If you want to stick with WordPress.com, a theme like Edin, or one here may work for you.

  However, to have the petition functionality, you would need to host elsewhere, install your own copy of WordPress, and use the Petition Pro theme or a petitions plugin.
