  Hi! It looks like the website you’re referring to isn’t using a theme from the WordPress.com collection. It seems they have a custom-made theme designed specifically for their site.

  In addition to what @pabloh58 says, if you want to use a custom third party theme you must upgrade to the Business Plan.
