I need to cancel may account and get a refund

Provided you are logged in under the same username account that registered the blog and purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My Upgrades and disable autorenew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

Note: It takes from 1 – 2 weeks for the refund to be received. -
Thanks – but I didn’t purchase any upgrades. Just the amount to join the basic. How do I cancel and get refunded?

You either provided your financial information and purchased an upgrade and you are entitled to a refund, or you didn’t purchase any upgrades. Which is is it?
Go to these locations and tell me what you see there:
Dashboard > Store > My Upgrades

I signed up, gave my CC info and paid a small fee to start, although the site said it was “free”. All I want is to cancel the wordpress account and get that small fee returned, This should not be this big of a deal – its been within 24 hours!

WordPress.com provides free blogs and hosts them free of charge. You cannot be charged anything at all unless you provide your financial information and we only do that if we purchase upgrades. I tagged this thread for a Staff follow-up. Please subscribe to it so you are notified when they respond.
