Hi there,
If you wish you can set up your site here on WordPress.com directly, and for that you would need our Business Plan to be able to upload any plugin or theme “designed for WordPress”
However, we’re a separate provider from Hostinger, so an upgrade you purchase here will not connect with an account you have with Hostinger.
By default they use the “self-hosted” version of WordPress is completely DIY, but would also allow you to add 3rd party plugins or themes. Please note that this version of WordPress is usually the choice of web designers and developers, as well as advanced users, so it does not come with support like you have here. Hostinger will typically provide hosting support for any server config issues you have, but because WordPress is just one of the many platforms they let you install on your account, they do not provide WordPress site support.
On our end, because we specialize in WordPress we also provide in-house support for any questions you have about your site and/or using our tools. Also we provide a fully managed hosting where we take care of backups, software updates, spam blocking, security and brute force login protection and other things you typically need to manage by yourself if you are using a standard (non-managed) hosting provider. More info about our managed hosting here: https://wordpress.com/support/managed-hosting-with-wordpress-com-faqs/
If you are new to WordPress we typically recommend starting out here so that you can take advantage of the help we offer, and then over time as you gain experience with WordPress you have the option to migrate your site to a traditional provider.
Hope that helps. Please let us know if you have any more questions.
