We would like to downgrade our plan at peoplesoftupgrade.wordpress.com to the free plan and have the recent $99 charge refunded.

I understand that you want to cancel your Premium upgrade. You weren’t able to cancel your WordPress.com Premium purchase because your domain cu-peoplesoft-upgrade.com is registered through the Premium upgrade. When this happens, we handle the cancellation manually.
Since you used it to register a domain name, there are two ways we can proceed:
1) I can cancel your domain name cu-peoplesoft-upgrade.com and issue you a full refund of $99. This means you will no longer be able to use cu-peoplesoft-upgrade.com and it may be difficult or impossible for you to regain this domain name in the future.
2) If you want to keep your domain name cu-peoplesoft-upgrade.com I can issue you a refund minus the cost of your domain registration fee. This will lead to a total refund of $73. If you do this you will be able to keep using your domain name cu-peoplesoft-upgrade.com, or you can transfer it to use with another service elsewhere.

We want to keep the domain name and redirect it to http://www.cu.edu/elevate. We look forward to the processed refund. How can we then setup the redirect?

You can set up a redirect by purchasing the Site Redirect upgrade in your Store. Set it to redirect to:
cu.edu/elevate

I have refunded you $73 and left the domain in your account. Please note that it may take up to a week for the refund to show up in your bank account.
