To clarify, what was the URL of the site and why is it gone? Or rather, what is gone — the site itself or the template you were using?
If the site’s domain (website address/URL) expired, then getting that back will depend on the domain name still being available.
If you deleted the site itself in the past, then staff might be able to restore it, although you will need to confirm the address of the site.
If you mean that your old site still has its content, and that the content isn’t presented like before because your access to premium templates a.k.a. themes expired, then you will need to upgrade to a premium plan.

Thanks for the response; I think I might understand the situation.
The short answer is that you’ll need to purchase any of the paid plans (https://wordpress.com/pricing/) and connect your domain (https://wordpress.com/support/domains/connect-existing-domain/) to WordPress.com if you want your website to be hosted through WordPress.com.
The long answer with context, and do please correct me if I got any details wrong:
Seemingly, your (currently Google-owned) domain was previously connected to WordPress.com through a domain connection upgrade. Based on the error message opening the address, your site’s content isn’t displaying because there is no longer an active domain connection.
I can’t check as a volunteer, but I imagine you previously purchased the $13 USD/year domain connection upgrade in the past. Unfortunately, that particular subscription was discontinued years ago, and prior subscriptions were only continued so long as they were kept in good standing.
Alternatively, perhaps you were paying for one of the plans and it expired – in which case, all you have to do is resubscribe (and maybe do a few quick domain connection steps again).
Either way, to have your website up here in WordPress.com, you’ll need to connect your Google-owned domain to WordPress.com, and domain connection requires any of the paid plans.
