I need to reverse site deletion

Hello,
I am a uni student who has to create a site using my subject number and course code. It is crucial that I use the exact student number and course code or my teacher will not be able to access my site. I created a site using the address 13193432dl18.wordpress.com, however I was unhappy with the site and wanted to start again from scratch. I deleted the site, however now when I try to use the original address it says I have to pay for it. I have read some forums and i believe I may need to reverse the site deletion. How can I do this?? -

Deleting a site permanently removes it and you’ll never be able to re-use its WordPress.com address (such as yourgroovysite.wordpress.com).
You could have emptied the site, changed the design instead of deleting it.

It clearly says deleted sites are removed permanently and you’ll never be able to re-use them.
About the payment, you will be able to register a site with an upgrade that will allow you to create a site without the .wordpress.com extension. Your site will become 13193432dl18.com or whatever extension allowed while purchasing.

There’s no way to reset settings on a site to default, though.
