I need to shut down my site

I have been getting lots of notifications that people have registered on my site. Most of these have emails of .ru. For this and other reasons, I want to shut this site down completely and start over again. I can’t seem to find the instructions on how to do this.
The blog I need help with is: (visible only to logged in users)

Why would that make any difference at all to you? Please read on so you know you cannot control who chooses to subscribe to your site unless you make it private and send out invitations.
What I will post below applies only to wordpress.COM hosted sites, regardless of upgrades.
We cannot totally block or delete subscribers from public WordPress.COM hosted blogs. Anyone and everyone with internet access can view and read public blogs and that’s indeed what the public designation means.
To change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings

Note that you have complete control over everything that’s posted to your blog via comment moderation

Enter their email address, their username, and if they included it, their website URL. That will automatically send them to moderation so that their comments do not appear on the blog. Do note though that if they are determined, they can use a different email address or username to get around that. Also, do not put their IP address in the blacklist. IP addresses are no longer unique, and you might end up blocking legitimate visitors. All the blocked person would have to do is go to a wi-fi hot spot, or connect via a different ISP and they could get around that.
Additional information:
Our reality is that if the ability to remove or followers existed our time would be squandered on removing unwanted followers because anyone can get a new email address and or a new IP in seconds flat and then they can subscribe again to any public blog they were removed from.If someone has an inappropriate rating for a Gravatar image, please log into to Gravatar and use the “Report Abuse” link on their Gravatar profile bottom right-hand corner to let Staff know.
Also, note that on this page > Settings > Discussion if you scroll down you will find you can set a Maximum Rating for gravatar display on your blog.
G — Suitable for all audiences
PG — Possibly offensive, usually for audiences 13 and above
R — Intended for adult audiences above 17

re: removing inactive subscribers
Please note that deleting an email address does NOT prevent the same person from subscribing again under the same email address or under a new email address.Therefore, the process of removing subscriber’s email addresses is aimed for use when we have subscribers who want to unsubscribe and who have failed to click the “unsubscribe” link on the bottom of the email updates of our posts they receive. Alternatively, it is aimed for use when email subscribers are “inactive”.

You can password protect posts https://en.support.wordpress.com/post-visibility/ and pages https://en.support.wordpress.com/pages/page-visibility/. You cannot password protect a whole site. You can make the site either public or private and add official users.
You can have either a public or a private WordPress.COM hosted blog and there is no limitation on the total number of contributors to any blog.

Note that invitees who do create a new WordPress.com account at that point will still need to log into wordpress.com, return to the invitation email and click the “Accept Invitation” button after doing so.
Lastly, there is a built-in spammer prevention so send out only 10 invitations at one point in time and then wait and manage those before sending out 10 more.

Starting over will not change what you state above. Deleting a site URL means you will not be able to register the same one again for 2 years after the deletion.
re: deleting a site
To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/

I have had this site for almost two years and have never had a “New User Registration”until two days ago. Now they are flooding my email inbox. I have no idea whats going on. I am drowning in these New Registration emails and I need them to stop. I would like to keep the domain name but want to have a completely new site.

For which site is this? I don’t see any recent subscription on https://richardallenpro.wordpress.com/ . It sounds like this might be a spam-bot, and we have ways to block those, but I need to see the email addresses that have been subscribing to your site to confirm that.
