  Hello there,
  I can help your with that. Assuming the blog address you want is a .owrdpress.com address and is available, you can change it by using these instructions, > changing a blog address > http://en.support.wordpress.com/changing-blog-address/

  Or if you are actually referring to a domain then you can purchase your own domain and then it will not matter what the underlying .wordpress.com blg URL is > http://en.support.wordpress.com/domains/
  http://en.support.wordpress.com/domains/register-domain/
