I own a WordPress account, am an Author on a Blog, need to become the Administor

A consultant was the original Administrator. She thought she had transferred Administration to me – but that never took effect. She deleted the account she used to create the Blog. Now I need to be both Author and Administrator. Help!
Note: I have gotten to lots of information ABOUT the Account Recover Form, but cannot for the life of me find the form itself.
Note: I have learned enough about WordPress that I am ready to be the Admin :- )

Accounts actually can not be deleted so she can still log in and transfer her administrative privileges over to you. If the blog still exists and she is still the admin for the blog, her account still exists.

Who owns the blog / set it up / registered the name?
It can’t have been the consultant since it sounds like they deleted themselves from the blog, blog owners can’t leave a blog, for the owner to leave a blog they must transfer it to another account.
You need to be logged out for the account recovery form to give you the correct prompts.
