  why is wordpress charging me for this? I have several other pages and never charged me for

  You can create a free WordPress.com site with an address ending in .wordpress.com or similar. To use a domain you already own with a WordPress.com site (either transferring it or mapping it) requires you to purchase a Personal plan or higher.
