I paid $99 assuming it had all the promised upgrades. But it keeps saying “upgrade to premium for $99”. What did I pay $99 for?!

Well, clearly it wasn’t SEO services.
Look at your Upgrades page. Does it show the upgrades you purchased? If so, just ignore the ad (that’s what it is) on your dashboard.
