3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?

The domain
seuspavirtual.com.br
is not registered with WordPress.com and does not have WordPress.com name servers. You can certainly use the domain here by setting up Domain Mapping. Mapping is included in the WordPress.com Personal Plan.
I cleared the shopping cart and you can add WordPress.com Personal Plan from here.
There are not any records of payment associated with this account. Is it possible that you purchased WordPress.com Personal plan on a different user account?
