Hi. I paid for an upgrade and it is showing that I am free when I try to install a template theme. All my reciept information is provided. Please advise how to resolve this asap to move forward to adding my theme. I have a deadline. Thank you

If you are trying to upload a theme, the Personal plan does not allow for this. Only the Business Plan allows for uploading themes and plugins.

As stated by @jimcroisdale, you have to upgrade to Business Plan to install custom themes.

Following up on that modlook tag.
astoldbymaia – I can see that you have added the WordPress.com business plan to your account. You should be able to see that via wordpress.com/me/purchases/ when you are signed in to the same account that you’re using here.
You should be able to proceed with uploading that theme through the Themes tab in the dashboard.
Also, with this upgraded plan, you can access live chat support when you need help via wordpress.com/help/contact/
