I’m a developer, but I nearly can’t do anything to customize my sister’s website, even if she paid the premium plan and a premium theme,
you will loose many users by not letting developers customize blogs,
so you should let the wordpress.com community test and approve new (javascript/php) codes that you’ll just have to confirm as ‘non dangerous’ and that will be available to other users
for exemple, a css customizable widget for featured content slider,
and it should be possible to add a widget directly in the HTML editor :
[widget type=’gallery’ ]or a more customizable formatting form : recursively adding new tables, columns, rows, being css customizable…

You do not seem to understand that wordpress.COM is a multiuser blogging platform. I think you failed to read the Custom design – Frequently Asked Questions

Only Staff can access and edit the templates for reasons that will be immediately obvious to any developer.

No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. @reuns86, sounds like you’re looking for WordPress.org, which you can install on another host or on your own server.
You’re free to modify WordPress.org code however you’d like, since you’ll be supporting the installation yourself. But we restrict code changes on the sites hosted here.
