    I paid $99 to start, but do I need to get a domain and upload to the server?
    I do not even get a e-mail that I paid the plan on my account.

    Your full billing history for this account is available to you at wordpress.com/me/billing/

    Currently, there are no upgrades attached to the account that you are logged into.

    Perhaps you purchased WordPress.com Premium plan with another user account? All of the communication will be sent to the email address on the account. If you are not receiving the emails, please check your other email addresses and their spam folders.

    WordPress.com (here) does not require that you upload anything to a server. There are 2 versions of WordPress. Self hosted sites use the installation of WordPress through wordpress.org. This guide will outline the differences in what happens at WordPress.com (here) and self hosted WordPress: https://en.support.wordpress.com/com-vs-org/
