I purchased a theme from Envato Rescue – Animal Shelter Theme

  I don’t seem to be able to upload the theme?
  the instructions are

  2.First, you need to install the Options Framework for this theme to function properly. Go to Plugins -> Add New and search for “Options Framework” and install and activate it. We’ll come back to the plugins section to install the optional plugins in a bit. For now, this is the only one you need. UNABLE TO SEE, FIND ETC

  3.Upload the Rescue theme folder into your “themes” directory. You can either do this via FTP or you can upload the rescue-theme-only.zip through your WP dashboard under Appearance > Themes and then clicking on the Install Themes tab and following the instructions there. Once the folder is finished uploading, in your WP admin go to Appearance -> Themes. You should now see the Rescue theme available. Activate the theme. AGAIN NOT AVALIABLE

  The only themes we can use on free hosted WordPress.com blogs like your blog are the themes found here http://wordpress.com/themes/

  There is no FTP access to free hosted WordPress.com blogs and we cannot upload any third party themes, create child themes or our own themes or edit templates.

  There is no upgrade you can purchase that changes that. Please read > http://support.wordpress.com/com-vs-org/

  WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, and edit the database. Learn about the differences here. http://support.wordpress.com/com-vs-org/

  Thank you for the information

  So I am clear can I use and or purchase any of the themes offered on
  p://wordpress.com/themes/

  I am not using a server so I need to be clear on what I can and can’t download and use

  I appreciate any advice or help given

  As I said above on this blog http://bluecross26.wordpress.com/ and on any other free hosted WordPress.com blog the only themes you can use are found here > http://wordpress.com/themes/ and NO others.

  would that allow me to use third party themes, create child themes or our own themes or edit templates etc. In particular the Envato Rescue – Animal Shelter Theme

  Short answer – yes – starts around $ 120.- / year ( http://wordpress.org/hosting/ )

  But the work is more than here, you can also use a Managed Host – costs a bit more but they update the WordPress.ORG software for you and watch over your site – WP Engine is one that I have heard some nice things about – but I have no personal experience with them – and they are more expensive that basic hosting
