What is the domain URL?
WordPress.com does not accept incoming domain transfers. You can, however, map an existing domain.
In order to remove the .wordpress.com URL and replace that with a domain URL you have to purchase an upgrade. See https://wordpress.com/pricing/
See: Map an existing domain (one you already own) to your WordPress.com blog – if you already have a domain that you registered and purchased elsewhere. http://support.wordpress.com/domain-mapping/map-existing-domain/
What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL to the original content.
Note that each upgrade bundle applies to a single blog only and is for a single year only when it is due to be renewed.
We all pay in full for every upgrade at the time of purchase. Make sure you read the comparison very closely do you know exactly what the restrictions and limitations on WordPress.COM blogging are: http://en.support.wordpress.com/com-vs-org/
Read Important Notes Before Upgrading http://en.support.wordpress.com/domains/#important-notes-before-upgrading
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Dashboard> Store > My Upgrades

WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.

You should find everything you need to know about linking an existing domain to your WordPress.com site here in this support article. Mapping a custom domain to your site does however require you to have a paid account.
And this article from GoDaddy shows you how to change your Domain name server to WordPress.com from their admin panel.

Hi there,
It’s not possible to help you if you don’t tell us your domain as @timethief asked.
As both volunteers in this thread have indicated, to connect your domain here you will need to buy a plan under My Site ->Plans, and then you’ll be able to add a domain mapping upgrade to connect the domain to your WordPress.com site.
