  I selected a private blog when I signed up. How can I make it open to all?

  Look in Options -> Privacy and change the settings.
  Select ___ I would like my blog to appear in search engines like Google and Sphere, and in public listings around WordPress.com.
  Click “Update Options” to save.

  Do you mean you want everyone to be able to make blog posts? That can’t be done here. You’d need a wiki like mediawiki or wikispaces.

  Do you want everyone who registered with your blog to be able to make blog posts? You need to check out this FAQ:
  http://faq.wordpress.com/2006/05/12/what-are-the-different-roles/

  Or do you mean you just want anyone at all to be able to comment? You would need to make your blog public as TT said, and enable comments.
