I sign out but don't sign out

Whenever I’m on my blog dashboard and I sign out of WP.com, the sign out page appears as normal. However, if I’ve loaded another WP.com or Jetpack blog when I’ve been signed in and I reload that blog, I’m still signed in to WP.com and I can still comment on the blog with my WP.com account.
This could be a major security concern and I’m just wondering if it’s a bug or not.

It sounds like you are having problems with your browser. Please try clearing your cache.Clearing Your Browser Cache
If you are experiencing problems displaying WordPress.com pages, clearing the browser cache is a good first step to try to resolve the issue.
Each time you access a web page, your web browser stores a temporary copy of the files needed to display the web page to you. Those temporary files are called the browser cache. If your cache is not updating properly or if it’s stuck, you could be viewing an older version of some of the supporting files that run WordPress.com. If you clear the cache, this will force your browser to fetch all of the files for a website again, so you will see the most recent version of the page.

I don’t think that that’s the problem because I can still comment with my WordPress.com account after I’ve signed out.
Another weird thing is that sometimes I experience this problem and sometimes I don’t.

That sounds like a cookies issue.
You should close all tabs connected to WordPress.com when you log out to make sure that the cookies don’t keep you logged in in a different window or tab.
