I am trying to build a website but I keep getting directed to my blog dashboard. What do I need to do to get a website then?

See if the classic menu helps you achieve your goal. Go to yoursitename.wordpress.com/wp-admin/
[using the name of your site]If you don’t want your main page to have any blog posts, you can change the Front Page in the Settings menu, under Reading where they will offer the choice of Posts or a Page to display as your Front Page.
Make sure to create and edit your pages content using the Page option from the main menu.
Note a blog is usually a feature on a website and many websites use blog posts page as the main page to offer fresh news. Others are a compilation of more static pages. YOu can choose either approach with WordPress (and can change your mind if you goals change.

A blog is a website. The difference between blog and website is simply structure and semantics.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one-way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.
