I thought I was signing up for a website, not a blog

Okay, I know this may sound ridiculous, but I thought WordPress was a tool for creating websites, not just blogs. After paying $99 to WordPress.COM for what I thought was website hosting, I have learned there is a site called WordPress.ORG. Apparently, the dot ORG is for creating websites. Are the two sites affiliated? If so, is there a way to switch from one to the other, or have I lost the $99 I already paid to WordPress.COM?
Any insights are greatly appreciated. :)

WordPress.org and WordPress.com are completely separate.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
Provided you are logged in under the same username account that purchased the upgrades, you can request a refund yourself directly from the Store section of your Dashboard

Thank you for your quick responses and the information. I am now going through all the links you provided to see if I can do the same thing using either site. Since paying the $99 for WordPress.com, I have signed up for an online course on Creating WordPress Websites. The instructor has specified we are using WordPress.org, because it offers more templates and plugins than dot COM.
It has been more than 30 days since I purchased the hosting, so I suppose I need to go the route of just starting over with WordPress.org.

Groan … that’s too bad.
If you’ve registered your domain through WordPress.com and now want it to point to a blog or website hosted elsewhere then you can do this by updating the nameservers.

Well, on the plus side you already own the domain and can point it at your WordPress.org site when it’s built.
