I thought I'd cancelled my Premium acct. How to cancel and get credited back?

I was hoping to speak to someone on the phone about this, but I see phone support is not provided.
I had a WordPress Premium account set up last year, but it turned out to be something my organization didn’t need. I thought it had been cancelled, but last night, I was charged on my paypal, which went through to my visa.
Receipt Type: Payment
Receipt ID: 11907456It’s not something our organization can afford at this time and we need it officially canceled and credited back. What is the fastest way to do that?
We will still have a basic WordPress account and we may make use of WordPress premium features in the future, but it’s just not in the budget at this time.
I would appreciate a response or someone to speak to about this as soon as possible. Thanks.
