I thought this was only going to cost $8.00 annually. To my surprise it wants to charge me $32.00???

  Hi there, where did you see the 8$ cost? All upgrade plans on WordPressdotcom are charged annually and you can see all the plans on this page https://wordpress.com/plans

  In order to register or map a custom domain, you would need to upgrade to one of the above plans.
