Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
* You will have to replace “name_of_blog” with the actual blog’s name in that URL.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
To address any and all billing issues like this one we can click https://wpchrg.wordpress.com/ and we can also use this form (which works even when the main contact form is closed): http://en.support.wordpress.com/contact/?whywasi=charged

This is the same thing I read online. I still don’t understand where I go for my refund. I have now canceled my domain and I am left with two $36 overdraft fees to my bank and I owe paypal $18 for a domain I tried to cancel a couple weeks ago.
Now where do I go for a refund or do I just lose out on $90 for something I tried canceling in the first place? -
Do not panic. Simply wait for Staff to assist you. posting this information for them may be helpful:
We need details please.
1. What was the domain URL?
2. What was the underlying .wordpress.com URL being mapped to that domain URL?
3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
4. When was the upgrade purchased?
5. When did the upgrade cancellation take place? -
I see Jerry is already helping you with this via email, so please reply there if you need any more help with this.
