No, you have to go over to wordpress.org and use their services. You cannot use it here at wordpress.com

You need to read the stickies at the top of the forum. And at this point, we don’t even know if you are hosted here at wordpress.COM since you haven’t provided a link to your blog nor is it linked to your user name.

Like rosclarke was saying, you need to be at WordPress.ORG to have the ability you want. If you are hosted on WordPress.COM, you can only use themes that are offered from WordPress.COM.

No. WordPress.ORG is not a host, it simply provides free software that you download and install on your hosted server.
And I can tell you still haven’t read the stickies at the top of the forum.
