  A URL I want is currently taken. The site has not been updated since 2011. How can I ask that person for the URL?

  The blog I need help with is: (visible only to logged in users)

  A URL cannot be transferred but you can ask if he/she wants to transfer the site to your account so that you can delete everything on that site and build/create/customize on that address.

  NOTE: Even if the site is inactive , it is upto the owner if he/she wants to transfer the site to your account. Please dont force it if he/she refuses to do it.

  As otpidusprime mentioned, only the owner can decide to transfer a blog address to you, it’s not something that can be done without their consent.

  You can try to content the current owner through their contact form (if they have one) or by leaving a comment. If they don’t respond, we aren’t able to contact them or your behalf or provider their content details.
