  I want an address that already has an owner, but it was never used this was abandoned more than 7 years.

  You will need to contact the blog owner yourself and get them to transfer the blog to you – WordPress.COM will not disclose any personal info about the blog owner

  Failing in that you will need to pick a different name or buy a custom domain name and map it to a blog here

  Never – there is no requirement to use a blog or to post fresh content to a blog – some sites do – WordPress.COM does not
