As @themagicrobot said, if your site is hosted here on WordPress.com, you can activate a new theme without deleting the old one. Themes do not count against your storage space. Deleting a theme is only relevant if your site is on the WordPress.com Business or eCommerce plan.
However, if you’ve used the AI website builder to create your WordPress.com website, you can only go back into the website builder and change the layout of your site pages to suit your needs. Once you’ve upgraded your site to the Premium plan, you’ll be able to change to an entirely different WordPress.com theme.
