I want the video to automatically format 4: 3 to 16: 9

I upload a lot of old videos so it is in 4: 3 format (size 1440×1080).
So in video image 01.
I deliberately edited it manually to 1920×1080, but it didn’t work out (video image 02).
So you show me how to automatically or manually add code to default to 16: 9 (for old videos, add BlackBar on left and right)? (Third video photo) -
