  I want to add a travelocity widget to my blog

  You cannot use one on your blog because they are all JavaScript and they all contain an advertising code. The software here will strip the code right out.

  My confusion on all of this is that I have a theme that does not have a plugin dropdown option, so Im not sure where the coded goes to add this travelocity wigdet I have.

  There are no WordPress Plugins on WordPress.com.

  I do not believe you can add the Travelocity Widget to a WordPress.com site unless they have one that is compatible with WordPress.com sites, as thistimethisspace mentioned. WordPress will strip out code that is not permitted on the site.
