customizing my wp.com out of wp.org. I purchased a WordPress.com domain for 99$, but find it limited for elements like adding a plugin or rolling header with customization etc.
All the blogs I come accross, it seems this can only be resolved if I own a .Org Domain. Can I easily transfer this, or manager my “Blog” out of .org? I am not concerned if my blog/site reads “.Org”.Regards,

Please have a look at our support document on the differences between WordPress.com and WordPress.org.
With both versions of the software, you can have any domian name that you like. You can keep your ctbroz.com domain name, and have it point to a self-hosted WordPress site using the software found on WordPress.org.
