  Which URL are you referring to the URL we have is
  https://nilambarseo.wordpress.com/
  This site is working correctly, the address seems to be valid.
  Also for if you have deleted a site on WordPress.com you can’t get the address back, atleast for 2 years as security reasons, you can read about it here Blog Recyle
