  I want to build a new website and I want to know which premium plan should I go for?? I want to be able to make custom themes in it.

  Thank you for reaching out.
  Do you want to create custom themes and then use them on your website? Or you want to customize CSS directly?

  To be able to customize a theme with additional CSS, you will need Premium plan or higher.
  To upload a custom created theme or create a child theme you will need a Business plan or higher.
