I want to delete the current domain and replace it with a new one and it will be ibelieveinsugar.com

You do not delete the .wordpress.com blog or you will have not URL to domain map from to the domain URL.
There is no domain mapping upgrade for ibelieveinsugar.com. If you would like to use this domain you will first need to set up domain mapping properly by entering the correct URL and designating the correct primary blog URL.
In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.

Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.

Hi M – Yes, Timethief’s explanation is correct, and you are also correct that you have to buy one. If you buy one from us, the mapping is automatic, so you don’t have to do anything but enter the domain name you want here and follow the payment instructions:
