  Have your read these instructions:

  also note this:
  http://en.support.wordpress.com/recycling-blog-names/

  Blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over a blog name that was previously owned and deleted by its original/previous owner.

  and realize that you cannot delete your account:
  http://en.support.wordpress.com/deleting-accounts/

  If there is even the slightest chance that you will want to use your username / blog name ever again, you would do well to just set it to “Private”
