  I want to start a new blog under golgol9@wordpress but want to make a fresh start with content and look

  The blog I need help with is: (visible only to logged in users)

  You can delete it in Tools > Delete Site.
  Note that if you delete the blog you can never get it back. Some users delete a blog then change their mind, but deleting is permanent. So instead of deleting the blog you could simply start a new one, turn the current one to private, and keep it for trying out things.
