I want to delete my page and start over can I still use the domain name?
The blog I need help with is: (visible only to logged in users)

What do you mean by a Page? Are your actually referring to a Page as described here https://en.support.wordpress.com/pages/?
Or are you referring to a blog/site/website like this one http://thewatersedgechronicles.wordpress.com/?

Sites already deleted by their authors two or more years ago may become available again, if they present no username or other technical conflicts. Do you see a deleted site https://deletedexample1234.wordpress.com/ with an address you would like to have? You can try registering a new site with that address here. http://wordpress.com/start If it is available, it will be yours.
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here.
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

You must be logged in under the username account that registered the site first. Then to empty the site and keep the URL http://en.support.wordpress.com/empty-site/
It looks to me like you just haven’t set the site up yet.

You must be logged in under the exact same username that registered the site to be able to access the site. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
Replace NAME_OF_BLOG in that URL with the actual name of your blog.
