I want to design a page while I wait on on my site to be forwarded

How do I design a website while i am waiting on my domain to be forwarded? I am waiting on vistaprint and i was told there is some way to design a page then put it onto the page when it is forwarded, but i cant figure out how… please help

Please post the URL starting with http:// for the exact .wordpress.com blog you are referring to.
Note that we provide support here at WordPress.com only for free hosted WordPress.com blogs. WordPress.com and WordPress.org are completely separate and have different log-ins.
If you are referring to a WordPress.ORG install and don’t have a username account at WordPress.ORG yet click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

We don’t p[rovide support for forwarding and masking as it’s not reliable. We recommend domain mapping because it is reliable and we do support it.

In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog. Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.
