I want to do a web site and not a blog.

  I am confused with all the instructions which are geared up for blogs. Is there a way of concentrating solely on web sites?

  See the Using WordPress.com to Create a Website support page. Most of the WordPress.com support docs are applicable whether your site has a static front page, numerous static pages, and hides the blog on another page, or displays the blog prominently on the front page, and focuses on that.

  Can you provide some examples of instructions that are resulting in confusion for you?
