  and cannot seem to find the link from the dashboard or otherwise. any suggestions? Thanks. :)

  As far as I’m aware you still need to put wp-admin after your address to access the menu where you can edit/delete categories. If I’ve typed it right https://rachelandgracie.wordpress.com/wp-admin/edit-tags.php?taxonomy=category should get you straight there.
