  I want to have a second blog in another name

  As in you want another blog with a different name. You can do that by going to http://signup.wordpress.com/signup/ and registering another blog.

  Or you want a different blog with a different username? You’ll have to log out of your account, and then go to the same page: https://signup.wordpress.com/signup/ This means you’ll have to log in and out of both of your accounts (alternatively you can use two different browsers and stay logged in).
