How do I install plugins on WordPress.com?

  i got a plug in , which has no exe file, so i noticed, that people say that i have to install it via dashboard, pressing button called – “plug-in”
  but cant that button anywhere! do i need old wp version for this?

  Plugins are a feature only available for self-hosted blogs provided through WordPress.org, and are not available with hosted WordPress.com sites. For more information, please see http://support.wordpress.com/plugins/.
