Yes, it is possible to keep your old URL. Your url is also called as domain name of your website.
You can create a website here on WordPress.com. To use your old url/domain name for newly created website here, you have two options,
1. Map your domain to WordPress.com site
https://en.support.wordpress.com/domains/map-existing-domain/Your domain registration will stay with your current provider, and you’ll point the domain to WordPress.com instead.
2. Transfer your domain to WordPress.com
https://en.support.wordpress.com/incoming-domain-transfer/Your domain registration and billing will be moved from your current domain provider to WordPress.com. That means in future you’ll manage all aspects of your domain here, including renewal, cancellation, or a future transfer.
