  You can keep your website as private until the time you develop it, thereafter you can make it public. Here is more information

  The only other option you have, then, is to change your privacy settings to either Hidden or Public and to create and publish a static front page. See here for more on that: https://en.support.wordpress.com/pages/front-page/

  Changing your site Privacy setting to “Hidden” will only prevent “well-behaved” web crawlers from indexing your site. “Public” will make your site available for crawling and indexing by all search engines, if not human visitors, who will only see your static front page.
